All new projects must meet stricter stormwater management and tree-preservation requirements, including mandatory native landscaping and solar-ready roof designs. The ordinance also creates an overlay district near downtown that caps building heights at four stories to maintain the town’s scale. Council members noted these provisions aim to increase housing supply without straining infrastructure.

Planning Director Elena Vargas told the council the rules align with the 2023 comprehensive plan and could add roughly 1,200 housing units over ten years.
